Apostille in Perm
There are two types of document legalization: apostille (legal certificate) (sometimes called “simplified legalization”, or “apostilling”) and consular legalization. The type of legalization you need to use in a particular case depends on the destination country of documents, i.e., the country to the official authorities of which the documents are to be submitted.
This type of legalization is called simplified because, on the one hand, the apostille procedure is relatively fast and involves only one authorizing agency, and, on the other hand, the document has legal effect on the territory of all countries-members to the Hague Convention (please, see the List of Countries below).
If a country for which you are preparing documents is not a member to the Hague Convention, you need to obtain consular legalization. It is a more complicated procedure which involves approving of documents in the Ministry of Justice, the Ministry of Foreign Affairs of the Russian Federation, and also in the consulate of the destination country in the Russian Federation. In this case, the document will have full legal effect only on the territory of the country the consulate of which certified the document.
There is a number of documents not subject either to consular legalization or to apostilling. Among them are mainly commercial documents: contracts, invoices, consignments, product order documents, and other documents connected with the external economic activities. Such documents are subject to a different procedure – legalization in the RF Chamber of Commerce and Industry, and then – in the consulate of the destination country.

Please note that legalization of a document can be carried out only on the territory of the country where it was issued and/or executed.
The Perm Office of the Federal Department for Registration Services informs that all appointments related to apostille procedures are handled by the Division for Inspection and Monitoring in the Sphere of Advocacy, Notariate, and State Registration of Acts of Civil Status.
The list of documents required for appostille certification:
1. Application for appostille certification on official documents (1 copy);
2. ID (passport or other document proving the identity of applicant (presented);
3. Official document subject to usage on the territory of a foreign country – member to the Hague Convention, issued by a state authority, local authority, corporate or natural person, notarized in accordance with the established procedure, excepts for cases provided by the RF law. The official document must be submitted in 2 copies, one of them is attached to the profile (copy), and the other (original) is given to the applicant.
4. Document confirming the payment of the state tax (1 copy).
In accordance with sub-paragraph 41, paragraph 1, article 333.33 of the RF Tax Code, apostille certification is subject to a state tax in the amount of 300 roubles per each document. The applicant (organization or individual applying for apostille certification) must pay the state tax before applying for apostille certification (article 333.17 of the RF Tax Code).
